Substantially enclosed housing site prejudicial to emerging plan
A housing-led mixed-use scheme including up to 80 dwellings, 150 square metres of retail floorspace, public open space and associated infrastructure was refused on arable land between two parts of a village in Essex for its inappropriate location and harm to character of the area despite the site being entirely enclosed by existing and committed development.
