Dwellings approved without direct pavement access into town

Outline approval of 24 dwellings on an allocated site at a former garden nursery in Kent has been given by an inspector who determined the proposal was acceptable in terms of highway safety and accessibility to facilities and services other than by the private car, despite the lack of pavement on one side of the road.
