Sevenoaks Council 'bemused' at High Court ruling over duty to cooperate failure

Sevenoaks District Council has said it is “somewhat bemused” and is considering its options after the High Court backed a planning inspector's ruling that the authority had failed the legal duty to cooperate when preparing its local plan.
