An NPPF paragraph 79 e) proposed dwelling in open countryside in a Cornish area of great landscape value was refused for not meeting the policy tests of being truly outstanding or significantly enhancing its setting or the defining characteristics of the area, despite being judged outstanding by a regional design panel.
