London boroughs cite funding uncertainty as chief worry in meeting planning challenges

London boroughs’ capacity in planning, urban design and other related fields has shrunk by nearly 20 per cent since 2014, leaving them poorly able to deliver the government’s proposed changes to the planning system, a survey by City Hall has found.
