Inspector allows housing appeal due to Essex council's 'painfully out of date' local plan policies

A planning inspector has granted consent for a 40-home development on a greenfield site in Essex, after concluding that the council's 15-year-old local plan was "painfully out of date", with housing policies derived from projections "about three decades" ago.
