The next development management questions: can you help?

Q Changes of use from offices to residential under the prior approval scheme have no minimum floorspace standards...

... It is possible for an office block in London to receive prior approval for conversion to flats of 15 square metres each.  I take it that the London Plan, which requires a minimum 37 square metres floorspace, does not apply. Was the absence of minimum floorspace standards in the prior approval scheme a mistake by the government? GC

Q. We are constructing a new development for office use. The ground floor has space available at present and we would like to place bike storage, lighting and signage there temporarily, but want to avoid the lengthy planning process. Following the government’s statutory guidance asking local authorities to reallocate road space for pedestrian and cycle use during the Covid-19 pandemic, do you know whether authorities are relaxing planning restrictions to cater for this? HA
