How the planning White Paper would change ... local plans

Land could be zoned into two or three new planning categories, local plans could be assessed against a single statutory "sustainable development test", and the duty to cooperate and five-year housing land supply requirement could be axed, the government's Planning for the Future White Paper has suggested.
