The existing shop front was traditionally proportioned with a recessed doorway which the council wished to retain. But the shop front overall was of modern design and the recessed doorway was only a very small part of the overall character of the wider area, the inspector held. As part of the scheme a longer ramp and wider door would be provided. This would make a very significant contribution towards enhancing access for those with disabilities and would be of value to the wider community, he opined. This public benefit outweighed the harm.
