Mixed use redevelopment would overwhelm the skyline

A residential led, mixed-use redevelopment of a former supermarket in a West Sussex town centre was refused for harm to the character and appearance of the area, harm to the setting of nearby listed buildings and a conservation area, not outweighed by the public benefits of the proposal, despite a housing shortfall in the area.
