Inspector allows 230-home Luton scheme despite affordable housing shortfall

A planning inspector has overturned Luton Council's refusal of plans for a 230-home town centre scheme after he concluded that the developer's reduced affordable housing offer was 'not a substantial amount' but 'better than the alternative' of no development taking place.
