Planning performance and fees: consultation Scottish Government

The Scottish Government have issued consultation on revising the planning performance and fees regimes.

In the Scottish Government work programme "Transforming Planning in Practice" there was a commitment to moving quickly following on from the Planning (Scotland) Act 2019 to bring forward detailed proposals for substantial changes to the planning fees structure. This consultation proposes a revised fee structure to better reflect the nature and scale of development now being brought forward and seeks views on the additional services which an authority can charge for as well as the circumstances whereby the planning fee can be waived or reduced.

The Scottish Government expects that these increases will lead to improved performance for all users of the system from applicants to consultees and communities. With that in mind the consultation also seeks views on how the performance of the planning system should be measured taking account of both statistical information as well as the outcomes such as place making, sustainability, quality of decisions and the outcomes from the National Performance Framework.
