The draft Membury Neighbourhood Plan sets out development goals in the large rural parish in the north eastern part of East Devon between 2018 and 2031.
The plan's policy H1 originally allowed only a maximum of 10 to 15 new build properties across the parish.
However, the examiner Andrew Mead recommended that this be amended so that new homes are built in the village of Membury rather than elsewhere in the parish and stated that a maximum of 15 dwellings are allowed.
The plan-making body Membury Parish Council has accepted the recommendation but cut the maximum new homes limit to 10.
The local planning authority East Devon District Council said it supports this reduction in principle, subject to a consultation on the post-examination changes to the plan, which will be carried out until 10 January 2020.
If no substantive objections are received, the plan can then proceed to a referendum in spring 2020, according to East Devon Council.
Membury's AONB location means new development would usually be prohibited.

NEIGHBOURHOOD PLAN UPDATES
Wiltshire: The Corsham Neighbourhood Plan was backed by 93 per cent of voters in a referendum on November 14. The turnout was 25 per cent. On 15 November, the plan was made by Wiltshire Council.
Dorset: The Motcombe Neighbourhood Plan was made by Dorset Council on 10 December. The plan was backed by 80 per cent of voters in a referendum on 7 November.
West Yorkshire: The Addingham Neighbourhood Plan in Bradford was backed by 93 per cent of voters in a referendum on 28 November. The turnout was 40 per cent.
Worcestershire: A referendum on the Lickey, Blackwell and Cofton Hackett Neighbourhood Plan took place yesterday (December 12).
Berkshire: A referendum on the Arborfield and Barkham Neighbourhood Plan takes place on 6 February 2020.
Devon: The Membury Neighbourhood Plan in East Devon will be subject to a further consultation following changes made to the document after its examination. The consultation closes on 10 January 2020.
