Neighbourhood Watch: East Devon becomes county's district with most parish plans

News that a plan for Sidmouth has become the 17th neighbourhood plan to be adopted in a Devon district, making it the county's top area for parish plan coverage, features in our latest neighbourhood planning round-up.

The Sid Valley Neighbourhood Plan, prepared for Sidmouth Town Council, was made by East Devon District Council on 30 October, after a successful referendum in September, in which 90 per cent of those voting supported the plan.

The plan means that 50 per cent of the district’s population is now covered by a neighbourhood plan, according to the council. The plan covers an area with a population of 15,500 and includes policies on new local green spaces, infill development and exception sites. It seeks a minimum of 50 per cent affordable housing in new housing schemes in the built up area covered by the plan. 

The making of the plan means that East Devon has more neighbourhood plans in place than any other district in the county, with 17. The next highest coverage of made neighbourhood plans is South Hams with 9, followed by Teignbridge with 6. 

Across Devon there are 38 made neighbourhood plans. This includes the St James neighbourhood plan in Exeter, one of the frontrunners, adopted in 2013. Plymouth’s first neighbourhood plan, the Plympton St Mary plan, was made in June, whilst Torbay has three made neighbourhood plans, which cover the whole council area.

NEIGHBOURHOOD PLAN UPDATES

PLANS MADE

Wiltshire: The Corsham neighbourhood development plan was made by Wiltshire Council on 15 November. The plan will inform the development of the town up to 2026.

Lancashire: The Barrowford neighbourhood development plan was made by Pendle Borough Council on 15 November. The plan will inform the development of the village up to 2030.

Merseyside: The Formby and Little Altcar neighbourhood development plan was made by Sefton Council on 21 November. The plan now forms part of the development plan for the area.

REFERENDUM NEWS

Warwickshire: The Brailes neighbourhood development plan secured the support of 89 per cent of those voting in a referendum held by Stratford-on-Avon District Council on 21 November.

Leicestershire: The Sileby neighbourhood development plan secured the support of 89 per cent of those voting in a referendum held by Charnwood Borough Council on 21 November.

Hampshire: The Wootton St Lawrence neighbourhood development plan secured the support of 75 per cent of those voting in a referendum held by Basingstoke and Deane Borough Council on 21 November.
