Minister's comments 'could prompt confusion over greenfield policy', consultants fear

A speech by the housing minister in which she said that greenfield land should only be developed in "the most exceptional circumstances" has prompted concern among planning consultants and lawyers who have suggested it could cause confusion over the government's policy position and embolden objectors.
