Housing exceeding distribution limit not in breach of policy

A scheme comprising 84 dwellings and public open space has been approved in Oxfordshire on the edge of a settlement, with no conflict found with the council's adopted housing distribution policies and less than substantial harm to the setting of a nearby grade II* listed church outweighed by the public benefits, mainly the provision of 30 units of affordable housing in an area of significant need.
