Development Management Answers: Site visit problem

Q. A homeowner has submitted a planning application but the planning officer has been unable to make contact to arrange a site visit to assess the proposals because he never answers the phone. The officer has visited the property a number of times and the applicant has never been in. Would the council be entitled to refuse the application and, if so, on what grounds? JM
