Watford mayor urges Brokenshire to review PD rights following windowless flats approval

Watford's elected mayor has written to housing secretary James Brokenshire urging him to review residential permitted development (PD) rights, saying it "beggars belief" that plans to convert an industrial building into a housing scheme featuring windowless flats were allowed on appeal.
