Harms prevent development in grounds of locally listed asset

A three-storey block of eight flats in the grounds of a locally listed former public house in a Surrey town was refused for harm to the appearance and character of the area and heritage asset, loss of established trees without suitable replacement, harm to the living conditions of existing adjoining and future occupiers and failure to provide for the comprehensive redevelopment of the whole site.
