The reforms seek to improve the operation of the Community Infrastructure Levy by reducing complexity and increasing market responsiveness and transparency. The consultation seeks views on draft regulations amending the Community Infrastructure Levy Regulations 2010 (as amended). The draft regulations primarily implement reforms consulted on in March 2018. They also introduce an exemption from the Community Infrastructure Levy for starter homes which was announced in a Written Ministerial Statement in 2015.
