Q. Planning permission for 12 housing units has been refused by the council and on appeal solely because increased traffic would cause unacceptable harm to some residents' living conditions. Could this be compensated for by payment, if agreed with the worst affected residents, and a fresh application be approved? CG

Q How should a planning authority treat a lawful development certificate application proposing guttering that would overhang a boundary with another dwelling? Given that domestic permitted development rights apply only to development "within the curtilage of a dwelling", should the application be refused? AM
