An inspector summarised the issue as whether, during peak levels of activity, there would be sufficient spaces for customers. Surveys indicated that at peak times the main car park would be at or in excess of its operating capacity. But there would be capacity within car parking around a Burger King restaurant and with adequate signage. Patrons using the main car park would be aware of spaces within this area. There would remain adequate circulation space within the main car parking to prevent vehicles queuing onto a main road and hence would not give rise to highway dangers.
