Secure unit with housing density judged acceptable

A 54-bedroom low security unit together with additional housing was permitted in north Wales, an inspector agreeing with the appellant that the density of the scheme was appropriate.

The site had been previously used for industrial purposes and contained several large industrial-style buildings together with a single storey office block. It was located within a small industrial estate. Security fencing would be provided around the secure unit to safeguard the health and well-being of its patients for which there was an acknowledged need.

In allowing the appeal the inspector decided that the scheme would sit comfortably within its surroundings and made a full award of costs in favour of the appellant. The scheme had been recommended for approval and while there had been reference to the perception of risk associated with a low secure unit, these had not been explained or justified.
