The land had been physically divided from the rear of two dwellings at some point in the past. While the separation of the land from the two dwellings had had a negative impact on the conservation area, the harm had already occurred and the council had in fact granted permission for three spaces. Adding a further three spaces would make little difference, he determined. Nor was there any significant evidence to indicate that it would lead to increased car dependency.
