'Successful' office-to-resi policy 'at risk' from planners who 'resent loss of control'

The introduction of permitted development (PD) rights for office-to-residential conversions has been a 'strong success' but the policy is at risk from 'centralising elements' in the planning profession 'who resent their loss of control over any aspect of the system', a report by a think-tank has said.
