Site identified as green buffer allowed for housing despite met targets

An inspector could find only limited conflict with an adopted local plan's locational policies and therefore allowed a scheme for 82 dwellings and associated infrastructure on the edge of a town in Cornwall, finding the fact that minima housing targets for the area would be exceeded and the site's identification in an emerging plan as a green buffer, not to count against it.
