Inadequate marketing exercise counters business use redevelopment to housing

The redevelopment of a cattle market for 55 new homes in a Devon town was refused for its harmful impact on employment opportunities and adverse visual impact on the appearance of the streetscene and character of the area. These harms were judged to outweigh the benefits of the new homes even in an area of shortfall.
