Use of a first floor as two residential units above a ground floor retail unit in a larger purpose-built residential/commercial block in south east London was deemed lawful as it constituted permitted development under Class G of Part 3 of the General Permitted Development Order, 2015, despite the ground and first floors not being connected internally.
