Safe access and egress demonstrated for mill conversion to residential use

Concern expressed by a local planning authority in Surrey about the conversion of a mill building into 99 dwellings under Class O of Part 3 to Schedule 2 of the GPDO 2015 was addressed by an appellant who provided information confirming that safe access and egress could be achieved in the event of a significant flood event.
