Why ambitious councils need not fear the standard housing need assessment

Last month, an inspector told Burnley Borough Council to cut its planned housing provision. According to some commentators, many other northern councils will soon be receiving similar advice, if the government's proposed new standard method of assessing housing need is introduced as planned. But others say that, given the right evidence, councils will still be able to set ambitious housing goals.
