Warwick District Council - CIL charging schedule adopted

Warwick District Council adopted its Community Infrastructure Levy charging schedule on 15 November 2017.

Warwick District Council decided to adopt its CIL charging schedule on 15 November 2017. The levy will be implemented in the District from 18 December 2017.

Previous Progress

The preliminary draft charging schedule was published by Warwick District Council for a round of consultation held between 14 June 2013 and 29 July 2013. The preliminary draft charging schedule had a lower rate for convenience supermarket, superstore and retail warehouse developments at £75 per m2.

Warwick District Council then published their CIL draft charging schedule for a consultation that ran between 6 March 2015 and 10 April 2015. The draft charging schedule had increased the proposed rate for convenience supermarket, superstore and retail warehouse developments to £105 per m2.

Warwick District Council then published their CIL revised draft charging schedule for another round of consultation that took place between 16 January 2017 and 20 February 2017. The revised draft charging schedule changed the proposed resedential rates to those submitted for examination.

Warwick District Council had submitted its CIL revised draft charging schedule along with a schedule of modifications to the Secretary of State for examination on 28 April 2017. The schedule of modifications altered a zone boundary. An examination hearing was held on 6 July 2017.

The Examiner's report on the Warwick CIL draft charging schedule was issued to the Council on 23 October 2017. The Examiner found that provided modifications, such as zone boundary changes and clarifications were made, the charging schedule would provide a appropriate basis for the collection of the levy.

Adopted rates include:

- Three residential development charging zones with rates of £195, £140 and £70 per m2.

- Three strategic residential charging zones with rates of £55, £25 and £0 per m2.

- Student housing developments will be charged £100 per m2.

- Two retail developments charging zones with rates of £65 and £0 per m2.

- Large scale retail developments are to be charged £105 per m2.

- No charge for all other uses.
