Local Plan Watch: Fresh ministerial local plan intervention

Last week's announcement of a holding direction being placed by communities secretary Sajid Javid on Stevenage Borough Council's local plan means that it is the third plan to be subject to ministerial intervention over the past 18 months.

The holding direction states that the request to intervene in the plan - tabled by local Tory MP Stephen McPartland following publication of the inspector’s report on the plan - raised "a number of issues including plan policies and supporting text covering the regeneration of Stevenage train station and town centre."

But like the previous local plans to be subject to intervention - Birmingham and Bradford - the Stevenage plan also proposes significant green belt releases.

The plan proposes to remove 90ha of land from the green belt, across five sites which would be allocated for different uses. Two sites to the north and south-east of the town would provide for 1,350 homes whilst sites elsewhere would be allocated for a foodstore, employment use and a traveller site respectively. A small area of land at Norton Green would be added into the green belt under the plan.

ADOPTION NEWS

East of England: Luton Borough Council adopted its local plan on 7 November 2017. The decision to adopt the plan was made following receipt of the inspector’s report on 1 August 2017, which ruled that the plan was sound subject to modifications.

EXAMINATION NEWS

East of England: The inspector’s report on the Stevenage Borough Local Plan has been published. Inspector Louise Crosby’s report was published on 18 October and finds that the plan is sound subject to modifications being made.

West Midlands: The inspector’s report on the Coventry Local Plan has been published. Inspector Rebecca Phillips’ report was published on 13 October and finds that the plan is sound subject to modifications being made.

East Midlands: The inspector’s report on the Derbyshire Dales Local Plan has been published. Inspector Mark Dakeyne’s report was published on 13 November and finds that the plan is sound subject to modifications being made.

West Midlands: The inspector’s report on the Telford and Wrekin Local Plan has been published. Inspector Michael Hetherington’s report was published on 6 November and finds that the plan is sound subject to modifications being made.

East Midlands: The inspector’s report on the North West Leicestershire Local Plan has been published. Inspector Brian Sims’ report was published on 12 October and finds that the plan is sound subject to modifications being made.

PLANS PUBLISHED

London: Hackney Council has published its draft Local Plan for a consultation that takes place between 26 October 2017 and 4 December 2017. The plan proposes to deliver up to 30,000 additional homes between 2018 and 2033.
