A previous scheme for nine flats had been dismissed on appeal and the appellant sought to overcome the previous inspector’s concerns in respect of scale and architectural composition. The council was, however, still concerned that the flats would be an overdevelopment and out of keeping with the family housing character of the area, and exceeded SPD limits on the ratio of houses to flats in a given stretch of road. Satisfied that the scale and design of the proposal would fit with its surroundings, and that the flats were large enough to accommodate families, the inspector found no harm and allowed the appeal.

Suburban character not offended by flats
The demolition of a large, detached house on a substantial plot in a predominately residential area of an outer London borough, and its replacement with a block of seven flats, was allowed by an inspector.
