It's getting like the hunt for the Holy Grail. July expired with no sign of the eagerly awaited consultation on a standardised approach to assessing housing requirements, despite a firm commitment from communities secretary Sajid Javid at the Local Government Association's annual conference that it would out by the end of the month. It's now promised when Parliament resumes in the autumn.
