Lack of species surveys prevents crematorium use in green belt

Change of use of a previously approved chapel and maintenance building, including reductions in scale of the building and hard surfacing for car parking, to allow cremations to take place, was refused in the West Midlands metropolitan green belt for lack of sufficient evidence to determine that the proposal would not result in significant harm to biodiversity, in conflict with paragraph 118 of the NPPF.
