Severe highway impacts outweigh benefit of new housing provision

An inspector, in dismissing an appeal for approximately 80 dwellings on the edge of a settlement in Cheshire, decided that the width of the road after a footway had been added would be so substandard as to be likely to result in a severe adverse impact on highway safety and this, along with other issues, significantly and demonstrably outweighed the benefits of the scheme.
