In deciding an appeal against refusal of prior approval for the change of use of the rear part of a ground floor plus mezzanine sales area of an empty shop in a London town centre to a residential unit, an inspector identified the determining issue to be the impact on the sustainability of the shopping area, in accordance with the provisions of the GPDO.
