The Examiner's report on the Bradford CIL charging schedule was issued to the Council on 2 December 2016. The Examiner found that, provided modifications were made, the charging schedule would provide an appropriate basis for the collection of the levy. The modifications included reducing the charge for residential developments from £5 per m2 down to a nil rate. The Examiner also recomended that specialist older persons housing developments should not be charged.
The preliminary draft charging schedule was published by Bradford Council for a consultation that took place between 31 July 2015 and 11 September 2015. The preliminary draft had proposed a higher and Borough wide charge of £100 per m2 for retail warehouse developments.
Bradford Metropolitan Borough Council had published its CIL draft charging schedule for a consultation that ran between 14 December 2015 and 8 February 2016. The draft charging schedule had reduced the proposed rate for retail warehouse developments to £85 per m2, and restricted to only one area of the Borough.
Bradford District Council submitted its CIL draft charging schedule for examination on 12 May 2016. The draft that was submitted was the same draft as had been available for consultation between December 2015 and February 2016. An examination hearing was held on 4 October 2016.
Approved rates include:
- Four residential development charging zones with rates of £100, £50, £20 and £0 per m2.
- Two retail warehouse development charging zones with rates of £85 and £0 per m2.
- Large scale supermarket developments will be charged £50 per m2.
- No charge for all other uses.
