Council refuses Essex retail park for second time

An Essex council has refused plans for a retail-led mixed-use scheme on an 11.75-hectare site on the edge of Colchester for a second time, after planners concluded that the development would have a 'significant adverse impact' on the future prosperity of the town's centre.
