Outline scheme provides flexibility in securing viable development

An inspector agreed that although construction costs associated with the development of up to 330 dwellings in Cornwall had increased since permission had been granted in 2015, the outline nature of the consent provided the developer with sufficient flexibility to ensure that the scheme was viable. Consequently, an appeal seeking a reduction in the proportion of affordable housing from 32 per cent to 20 per cent was dismissed.
