Detached outbuilding unsuited to permanent residential use

A claim by the Lake District national park authority that a small detached outbuilding in the grounds of a cottage should be used to provide local needs housing and not as a holiday let, was not supported by an inspector who decided that it would not provide a suitable living environment for permanent occupation.
