Christchurch Borough and East Dorset District Councils have adopted their joint CIL charging schedules at meetings of their Full Councils that were held on 5 and 6 September 2016 respectivly. The levy will be implemented in the Borough and District from 3 January 2017.
Although the Councils had produced and submitted a revised draft charging schedule they have adopted the rates that had been approved by an Examiner in 2015.
The preliminary draft charging schedule had been published on 28 January 2013 for a consultation that ended on 11 March 2013. The preliminary draft proposed the same rates as the pre-submission draft charging schedule.
Christchurch and East Devon Councils then published their joint CIL draft charging schedule for consultation between 7 May 2014 and 18 June 2014. This draft had the same rates as in the preliminary draft charging schedule.
Christchurch Borough and East Dorset District Councils submitted their joint CIL draft charging schedule along with a Statement of Modifications for examination on 5 December 2014. The Statement of Modifications reduced the charge for residential developments from £100 to £70 per m2, and introduced new sites where there will be no charge provided that they also supply suitable alternative natural green space.
The statement of modifications also extended the £40 per m2 charge for care homes to also include extra care housing and housing for vulnerable people. Other changes were made to update the charging schedule and reflect its curent status.
The Councils then published a Statement of Further Modifications that was available for consultation between 23 January 2015 and 20 February 2015. The further modifications were to increase the rate for small scale residential schemes up to £150 per m2, and to introduce sites where residential developments would not be charged.
The examination hearings were held on 17 March 2015 and 14 May 2015.
The Examiner's report on the Christchurch and East Dorset Joint CIL charging schedule was issued on 10 July 2015. The Examiner had found that it provided an appropriate basis for the collection of the levy in the area.
Although the Councils had recieved an Examiner's report on their joint CIL draft charging schedule they decided to review their rates due to the changes in guidance in regard to affordable housing contribution thresholds.
A revised preliminary draft charging schedule was published by the Councils for a consultation that took place between 11 September 2015 and 9 October 2015. The revised preliminary draft made changes to how the residential rates would have been applied.
Christchurch Borough and East Dorset District Councils had published their joint revised draft charging schedule for a consultation that took place between 4 December 2015 and 8 January 2016. The revised draft proposed the same rates as the revised preliminary draft.
Christchurch Borough and East Dorset District Councils then submitted their revised joint draft charging schedule to the Secretary of State for examination on 29 January 2016.
Adopted rates include:
- Two large scale residential developments with rates of £70 and £0 per m2.
- Two small scale residential developments with rates of £150 and £0 per m2.
- Extra care and vulnerable people housing and care home developments will be charged £40 per m2.
- Convenience retail developments will be charged £110 per m2.
- No charge for all other uses.
