Darren was startled. This email attachment was huge. He wondered why it hadn't crashed the server, but then he remembered the council's recent systems upgrade to better cope with the frequent missives from the Department for Communities and Local Government - changes to this, that and all the many things that hadn't really been thought through but were being implemented anyway, because at least it made them look as if they were doing something.
