The Examiner's report on the Enfield CIL draft charging schedule was issued to the Council on 18 December 2015. The Examiner found that, provided modifications are made, the draft charging schedule would provide an appropriate basis for the collection of the levy in the borough. The modifications are:
- Produce maps with national grid references
- Make changes so unnecessary text can be removed
The London Mayoral CIL also applies in this Borough with an additional rate of £20 per m2 for all types of development excluding those used for medical, health and education services which will be not be charged.
The preliminary draft charging schedule had been published by Enfield Council for public consultation between 7 June 2013 and 19 July 2013. The preliminary draft differed from the draft in that although there was a charge of £60 per m2 for most "A" uses, the preliminary draft proposed a higher charge of £85 per m2 for betting shops and hot food takeaways.
Enfield Council then published its CIL draft charging schedule for a further round of consultation held between 3 December 2014 and 13 February 2015. on 3 December 2014. The draft charging schedule combined all the "A" use class charges into one rate.
Enfield Council submitted its CIL draft charging schedule for examination on 16 July 2015. An examination hearing session was then held on 4 November 2015.
Approved rates include:
- Three residential charging zones with rates of £120, £60 and £40 per m2.
- Retail developments (A1-A5) will be charged £60 per m2.
- No charge for all other uses.
