Chichester District Council - CIL examination report published

Chichester District Council published its Community Infrastructure Levy examination report on 23 November 2015.

The Examiner's report on the Chichester CIL draft charging schedule has found that it provides an appropriate basis for the collection of the levy in the district. The Examiner recommended that the schedule be modified by including a map with ordinance survey grid reference numbers.

The charging schedule will go to the Council for approval on 26 January 2016, with the intended implementation date of 1 February 2016.

South Downs National Park lies within the District where the National Park Authority is the relevant CIL charging authority.

Previous Progress

The preliminary draft charging schedule was published by Chichester District Council for public consultation between 17 March 2014 and 23 April 2014. The preliminary draft charging schedule had the same rates as submitted for examination but did not specify its possition on affordable housing provision.

The draft charging schedule was then published by Chichester District Council for public consultation between 21 November 2014 and 5 January 2015.

Chichester District Council had submitted their CIL draft charging schedule for examination on 12 March 2015. The submitted rates were unchanged from the November 2014 consultation draft. An examination hearing was held on 9 June 2015.

Approved rates include:

- Two residential charging zones with rates of £200 and £120 per m2.

- Student accommodation developments will be charged £60 per m2.

- Residential institutions will not be charged.

- Convenience retail developments are to be charged £125 per m2.

- Comparison retail developments are to be charged £20 per m2.

- No charge for all other uses.
