Legal Viewpoint: Searching for consistency on neighbourhood plans

A recent recovered appeal for 39 homes in Northamptonshire (DCS Number 200-004-278) was determined on the basis that, even though the proposal conflicted with a draft neighbourhood development plan (NDP) that had reached referendum stage, this fact was insufficient to outweigh a lack of a five-year housing land supply when the scheme otherwise met all sustainability criteria.
