The Examiner's report on the Wakefield CIL draft charging schedule has found that, subject to modification, it would provide an appropriate basis for the collection of the levy in the area. The recomended modification is to specify that retail warehouse developments will be charged when they are built in edge-of-centre and out-of-centre locations.
The preliminary draft charging schedule was published by Wakefield Council for a consultation that was held between 11 June 2014 and 6 August 2014. The preliminary draft differed from the draft in that it had proposed a higher rate of £33 per m2 for the middle residential charging zone.
The draft charging schedule was then published by Wakefield Council for a further round of consultation that wasd held between 12 January 2015 and 25 March 2015. The draft proposed the same rates as were then submitted for examination.
Wakefield Council had submitted its CIL draft charging schedule along with a statement of modifications on 9 July 2015. The statement of modifications was available for consultation until 5 August 2015, and examination hearins were held on 6 October 2015.
Approved rates include:
- Three residential charging zones with rates of £55, £20 and £0 per m2.
- Large supermarkets will be charged £103 per m2.
- Two retail warehouse development charging zones with rates of £89 and £0 per m2.
- No charge for all other uses.
