Farm premises materially affected by new access road

The creation of a new access to serve a farm in Northamptonshire was not permitted under Class B of Part 6 to the GPDO 2015 because it would materially affect the external appearance of the premises.

The scheme involved creating a 14 metre long, five metre wide access off a non-classified road and leading across a field. It would be constructed of grey compacted hardcore and some regrading would be necessary an inspector deduced. The visibility of a grade II listed barn would be increased by the works and it would have a significant effect on the building’s long elevation due to the proximity of the access track. Consequently the external appearance of the premises would be materially affected and it was not therefore permitted development.
