Public house redevelopment supported with minimum car parking

Demolishing a public house in Hertfordshire to deliver a commercial unit on the ground floor and 35 flats above was authorised notwithstanding the council's concerns regarding its scale and the level of on-site parking.

The site was readily visible from the public realm an inspector determined due to its proximity to two roundabouts and main roads. The existing building was set back from the highway and was of modest scale with the proposed replacement of significantly greater size and mass. It would also be taller than many buildings in the immediate area. However it would be 75 metres from a nearby college and the floor plan would be staggered reducing in height from four to three storeys such that overall it would sit comfortably in the local context.
On-site parking provision would meet the council’s minimum standards and while the local authority asserted that the number of spaces should be greater due to the quality of existing bus routes and distance to two railway stations, the inspector disagreed. The council’s supplementary planning guidance recognised that the site had reasonably good accessibility to a town centre and public transport and accordingly there was no justification to increase on site provision.
