Forum: taxi office query

Q: A planning permission was granted for a taxi office subject to a condition stipulating that no more than ten vehicles shall be operated from the site at any time. We interpret this to mean that the company is only allowed to operate ten taxis in total, but the applicant is arguing that he can operate more than ten provided only ten are "on the road" at any time. Which interpretation is right? NT
